Banco de México regulates through circulars, and each circular is reformed by later ones. This lookup assembles the full record for a single circular: the subject, the obligated entities (credit institutions, brokerage firms, sofomes, payment system participants and others), the PDF of the consolidated text with amendments already applied, the PDF of the original text with the date it was published in the DOF, the comparison document when the Bank offers one, and the list of amendments with their number, date and document. If the circular has been repealed, the record names the instrument that repealed it. The consolidated text is usually what a compliance team needs; the original is what you use to reconstruct what the rule said on a given date.

01How do I write the circular number?
Exactly as the Bank prints it: 3/2012, E-126/2013 or 1/2006 Bis 44. Case does not matter, but the slash and the year do.
02I looked up an amending circular and got a different one.
That is the expected behavior. Circulars that only amend another have no record of their own: the lookup returns the base circular that was amended, and the number you asked for appears inside its list of amendments.
03Is the consolidated text the version in force?
It is the consolidated text Banco de México publishes, with amendments applied up to that version's date. It is primary material, not an annotated edition: for legal purposes the official document governs.
04Is it free? Are there any limits?
